One final bit of tidbit I'll leave you with is that the requirements for completing Phase IV and subsequently unlocking Phase V and Tier IX is going to change.

The requirements to finish Phase IV was placeholder, to hold you off until 1.0, and was intentionally set really high,

and the new requirements instead to complete phase four will now be 500 assembly director systems, 500 magnetic field generators, 250 thermal propulsion rockets, and 100 nuclear pasta.
